Birthe Weiss, Danish minister of the Interior is responsible for the welfare of thousands of refugees from former Yugoslavia who have come to Denmark. She decides to reveal the events behind a particular massacre which sent a certain group of refugees in flight. She backtracks and finds the refugees with whom had a special relationship. All the witnesses she contacts point to one particular person who is responsible for the massacre - the local school principle. Pursuing the evil she succeeds in finding him and realises that she is confronting a "colleague" - the perverted version of a politican.
