Superintendent Blake of a small homeless shelter becomes paranoid after reading an article on a rival homeless shelter's poor conditions. The superintendent suddenly suspects the tramp Tom, a regular at the shelter, of being an undercover journalist on the brink of discovering how poor the shelter indeed is. Blake begins to treat the unsuspecting tramp like royalty, and Tom is quick to exploit his fortunate situation. Among many things, the tramp borrows the superintendent's finest coat, and a real journalist now mistakes Tom for the superintendent. As always, the tabloid media manages to extract a few unhinged comments on the way to the press.
