Om en engelsk konsul, der er udstationeret i en eksotisk udørk, hvor han i alkoholtåger og med selvdestruktion som underliggende akkompagnement betragter verdens dårskab. Ved en fejltagelse kidnappes han af terrorister, og historien udvides siden til også at blive et trekantdrama, idet en ung læge har en affære med konsulens unge hustru.
