Under et internationalt topmøde i Spanien bliver den amerikanske præsident Ashton skudt på en åben plads, for øjnene af tusindvis af mennesker. Alt er kaos, men præsidentens to bodyguards, Barnes og Taylor, skal i et hektisk kapløb med tiden finde ud af, hvem der stod bag attentatet.
