"37" er en spillefilm baseret på det brutale mord på Kitty Genovese, der fandt sted i New York i marts 1964, hvor 37 personer delvis så og overværede forbrydelsen uden at involvere sig, endsige tilkalde politiet. Historien udfoldes i og omkring det boligkompleks i Queens, hvor Kitty boede og blev myrdet, og fortælles gennem nogle af husets beboere i forskellige nedslag i dagen og den nat, hvor drabet fandt sted. Rituelle scener fra hverdagslivet væves ud og ind af hinanden og sammen med de eksistentielle kriser de respektive karakterer gennemlever, mens Kitty kæmper højlydt og indædt for sit liv udenfor. Kun de, på hver deres vis udfordrede børn, Troy (6), Billy (9) og Debbie (12) synes fra deres henholdsvis naive, skæve og søgende perspektiv at fatte situationens alvor, men uden at de voksne lytter. Mordet murrer stadig som en skamplet i ny amerikansk historie, og "Genovese syndromet" spillever fortsat som et universelt case book studie i kollektiv passivitet og uskyld.
